Die wachsende Auslagerung von staatlichen Aufgaben an private Dienstleister hat auch organisationelle „Hybridisierung“ zur Folge. Es findet eine Machtverschiebung statt, für die Jonathan Koppell den Begriff „Quasi-Regierung“ wählt; mit verschiedensten Konsequenzen. Die „überraschendste“ Konsequenz der „Quasi-Regierung“, die Koppell in seiner Untersuchung zur (Un)Regulierbarkeit von hybriden Organisationen (wie Fanny Mae oder Freddie Mac) im Jahr 2003(!) identifizierte, ist der institutionelle Selbstentwurf:

One of the most surprising developments for policy-makers who create a new organization to accomplish some public policy purpose may be that, once translated from abstract concept into actual entity, the organization takes on a life of its own. It has its own interests and the means to pursue them. […] Hybrid organizations may even be able to use their influence to reshape themselves in ways that the original designers had neither intended nor desired. Fannie Mae and Freddie Mac, for example, have agitated for Congress to amend their charters to permit expansion into new lines of business.

(Welch „Überraschung“!) Ob dem „Gesetz der unbeabsichtigten (politischen) Konsequenzen“ beim Design von hybriden Organisationen durch eine gezielte Beschränkung ihrer potenziellen politischen Aktivitäten entgegenzuwirken wäre, ist allerdings offen, genauso wie die bildrhetorische Frage, mit der das sonst sehr aufschlussreiche Buch endet:
